Model Approval Certificate	LMPC Registration
Before doing any kind of business-related to weights and measuring products, it’s important to get the approval of the Department of Legal Metrology. All the businesses engaged in manufacturing, distribution, selling, packaging and import of pre-packaged commodities are required to obtain Legal Metrology Packaged Commodities certificate, also known as LMPC certificate. The LMPC certificate is mandatory for businesses to ensure their compliance with the Legal Metrology (Packaged Commodities) Rules, 2011.
Import License	Dealership License
Only after the model is approved, can one import the products. However, you need to obtain the second level of import license that only a legal Metrology department can provide.	Suppose the importer imports the product and the dealer sells the product with the same name. In that case, the latter has to obtain the Dealership License from the Legal metrology Department.

Product Stamping	Repairer License
If an individual has access to weight and measuring tools for personal uses that consist of transactions or products, the product must be stamped by the Legal metrology department first	A Repairer license is a mandatory legal requirement for those dealing with weight and measures repair under the legal metrology act,2009. to obtain this license, an application for a repairer license needs to be filed with the controller of the state legal metrology department.

 

Note: The Legal Metrology Certificates and Licenses are granted to the businesses by the Legal Metrology Departments of their respective states.

Eligibility & Requirements

To obtain the Legal Metrology License, the following eligibility criteria needs to be met.

• Your proposal and goods must follow the legal metrology of packaged commodities rules.
• All the required papers must be submitted on the legal metrology website or offline, depending on the state you’re applying for.

Process and Documentation for Legal Metrology License

The form selected for filing the application for Legal Metrology License will vary depending on the type of license you are applying for, and the State/UT you are applying in. However, some documents are mandatory to be attached along with the application.

Documents required for the Legal Metrology License:

• Proof of legal possession.
• Statement of stock and sales.
• Lal Dora Certificate / MCL.
• List of workers skilled & unskilled with names and addresses.
• Prescribed license fee receipt.

All the Licenses of Legal Metrology shall be renewed in accordance with the provisions of the Legal Metrology Act, 2009 read with the Delhi Legal Metrology (Enforcement) Rules, 2011. The application for the renewal of license shall be furnished in the prescribed pro forma. The renewal of the license must be completed latest by each calendar year’s 31st December.

The application for the license renewal shall be received in the respective district offices. The application will be processed in the same manner by the concerned LMO as in the cash of a fresh Legal Metrology License.

The license renewal application has to be filed using the prescribed form along with the following supporting documents:

• Proof of continued legal possession.
• Change in constitution of the firm, if any.
• Statement of stock and sales.
• All the documents as required for fresh license except experience certificate / copy of the literature of the item being manufactured / Lal Dora Certificate / MCL.
• List of workers skilled & unskilled with names and addresses.
• Attested copy of renewed M.C.L certificate where required.
• Prescribed license renewal fee receipt.
• Sales Tax registration number, if registered.
• List of loan articles with verification certificate.
• Copy of the constitution of the firm.
• Month-wise statement of repairing job conducted during the year.
• Site plan, if any change.
• Memorandum and Articles of Association in case of Private Limited company and limited company.
• List of workers, skilled and unskilled with names and addresses.

A. For granting the Legal Metrology License, the Controller is the Competent Authority. For obtaining this license, the applicant can submit his application to the Zonal Officer of the concerned district.

Q2. What is Pre-Packed Commodity?

A. Any commodity which is placed in a package without the presence of the purchaser, is of whatever nature so that the product’s quantity contained therein has a predetermined value which cannot be altered unless the package is opened, is a pre-packed commodity.

Q3. Can an individual sell or use unstamped weights and measures?

A. No. Selling, offering, exposing or possessing weights and measures for sale or using or keeping them for use in any transaction or for industrial production or protection is not allowed unless such weights and measures have been verified and stamped by a licensed manufacturer/dealer of weights & measures.

Q4. Is it compulsory to obtain the license for manufacturers/repairers/dealers of any weights and measures? 

A. Yes, rule 11 of the Delhi Legal Metrology (Enforcement) Rules, 2011, makes it mandatory for the manufacturers, repairers and dealers to hold a valid Legal Metrology License before they can manufacture, repair and sell any weight or measure, respectively.

A. No, it is an offense to overcharge and the dealer can be prosecuted for it.
