Guidelines for Indian Submarine Cable Landing Station by DOT

Regarding the Submarine Cable Landing Station in India, we must discuss some operational guidelines issued by the Department of Telecommunications. From the security point of view, only Internet traffic is carried out for traffic monitoring at the Cable Landing Station effectively. In the following section, we have discussed the guidelines issued by the DoT, which must be observed by every Cable Landing Station in India.

Data Traffic through Cable Landing Station

Every registered Submarine Landing Station must ensure that only Internet traffic is carried through. It must not carry out voice traffic. Also, a CLS must monitor its facility from all security angles, both online and offline. It must capture, store as well as retrieve the relevant information on all CLS traffic classes. This data traffic can include any of the streamings (Internet, Video, and Audio)

Each of such data must be defined by the following attributes, such as:

• Destination
• Recipient
• Sender
• Keywords and more

Every government-authorized Agency must be able to monitor the traffic passing through its terminals. Such traffic can include any of the following, available in both interactive and non-interactive modes:

• Raw Data
• FAX
• Speech
• Video
• Multimedia

Every registered CLS must ensure data monitoring of its facility based on the following parameters for initiating or terminating subscribers:

• Keywords
• Key Expressions
• Internet Protocol 
• E-mail Addresses 

Traffic Filtering through Cable Landing Station

Every Cable Landing Station must scan the entire traffic passing through its designated gateway. It must also filter the traffic as per the queried keywords/critical expressions and addresses stipulated by the Government Agencies. Filtered traffic through the CLS must be stored in a memory or a directory provided, which defines the monitoring requirement.

Before storing the information from Monitoring Facility, it must be segregated. The CLS must keep it in the directory in multiple files. Afterwards, the CLS must decode and store the filtered information to produce a direct hard copy of the following to produce the speech or video recording:

• FAX 
• Data 
• Audio/Video Tapes

The Cable Landing Station in India must also maintain a log of recorded information for each Agency in the directory of the concerned Agency. The directory must display the details such as the date and time of recording as well as the number of records.

Monitoring Centre of the Submarine Landing Station

Every Submarine Landing Station must provide the following in the Monitoring Centre:

• Dedicated Space
• Wishful Memory
• Organized Directory
• Vast Storage

It must also ensure that the monitoring agencies have access to the main computer of the CLS Monitoring Centre. For such purpose, the CLS must cater the access any of the following dedicated lines:

• PSTN line
• ISDN line
• Cable Pair 
• Optical Link

In addition, the Landing Station must provide an adequate number of interfaces at its Monitoring Centre to facilitate network remote access for Security Agencies. 

Infrastructure Equipment at the Monitoring Facility

The Service Provider licensee must install the necessary monitoring equipment at the Cable Landing Station. After the said installation, the licensee must get them inspected by Monitoring or Government Agencies before proper use. The Agency can permit the operation of the gateway only after proper installation. The CLS license holder must bear the cost of the monitoring equipment as well as its commissioning.
