The Government of India has been implementing the Business Reforms Action Plan (BRAP) since 2015. The aim of this Plan is to promote transparency, make regulatory processes simpler and overall enhance service delivery across all the States and Union Territories.
Since businesses often deal with district-level offices, the need to extend EoDB reforms to the grassroots level was emphasized during the National Conference of Chief Secretaries in December 2024. In response, DPIIT has launched the District Business Reforms Action Plan (D-BRAP), which is a State-led initiative to implement BRAP reforms at the district level.
The vision of this initiative is to improve last-mile service delivery, enhance the quality of services and promote regional development by equipping institutional and digital systems at the district level.
These reforms will be implemented via District Collectorates, Development Authorities and Urban Local Bodies, all of which are central to regulatory approvals, inspections and business facilitation.
The DPIIT, in this regard, has issued a detailed D-BRAP 2025 Implementation Guidebook. This guidebook provides a well-structured district level framework in order to improve Ease of Doing Business and enhance administrative responsiveness.
The Guidebook places focus on six key reform areas, namely, the following :-
District-level approvals and service delivery,
Digitization and mutation of property records,
Time-bound and risk-based inspection systems,
District-level investment facilitation mechanisms,
Measures for fostering start-ups in Tier-II and Tier-III cities, and
Strengthening of industrial parks and local infrastructure.
In total, 154 reforms have been identified. Each and every reform comes with a clearly defined objective and an assessment checklist to ensure consistent implementation and monitoring across all the districts. These reforms are designed to increase predictability for businesses and foster competitive district level ecosystems that support MSMEs, startups and new investments.
As part of the District Business Reforms Action Plan 2025, each reform comes with a detailed assessment checklist for evaluating district performance. The parameters are organized into the following thematic categories :-
Service Delivery and Single Window Systems
Land and Property Governance
Inspection and Compliance Systems
Investor Facilitation
MSME and Startup Support
