Strict Action for Non-compliance with Vegetable Oil Products, Production and Availability (Regulation) Order 2011

A key amendment to the Vegetable Oil Products, Production and Availability (Regulation) Order 2011 (VOPPA Order) has been notified by the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food & Public Distribution. The amended order of 2025 intends to bring greater regulatory oversight as well as transparency in the edible oil industry in India.

Under the newly amended VOPPA Order 2025, registering under Order and submitting monthly production and stock returns via a designated online portal has become mandatory for all edible oil manufacturers, processors, blenders, repackers and other stakeholders.

This regulatory enhancement is seen as a major step for ensuring accuracy in data collection, real time monitoring and improved policy intervention particularly within the edible oil sector. These elements are quintessential for advancing the Government of India's efforts toward not only national food security but also supply chain resilience. The response from the edible oil industry has been quite encouraging. 

A significant number of edible oil units across the country have already registered on the National Single Window System portal and are consistently submitting their monthly returns at https://www.edibleoilindia.in. This shows how strongly committed the industry stakeholders are when it comes to transparency as well as compliance. 

All units involved in the production, processing, blending or repacking of edible oils are required to follow the amended VOPPA Order strictly. Specifically, all edible oil-related units must register through the National Single Window System at https://www.nsws.gov.in. After registration, these units must file their monthly production, stock and availability returns at https://www.edibleoilindia.in.

Non-compliance with the newly amended VOPPA Order 2025 will be considered as a violation of the law. Units that fail to register or submit their returns will face penalties under provisions outlined in the amended VOPPA Order as well as the Collection of Statistics Act 2008.

The Department is planning to conduct inspection drives and also do a field-level verification of non-compliant units to ensure effective enforcement of the amended Order. These checks will reinforce the seriousness of compliance and maintain the national data ecosystem’s integrity for the edible oil sector specifically.

Compliance with the amended order is more than just a regulatory requirement. It is a critical contribution to the food security infrastructure of the country. This initiative will support informed decision making, better planning and promote a more efficient as well as transparent edible oil ecosystem. All the stakeholders are urged by the Department to ensure full compliance as soon as possible.
