Gram Panchayats Bag National e-Governance (NAeG) Awards 2025

On 22 September 2025, Gram Panchayats were conferred with National Awards for e-Governance (NAeG) 2025 under a new category dedicated to grassroots level initiatives in digital services delivery. 

The Awards were presented during the 28th National Conference on e-Governance in Visakhapatnam, Andhra Pradesh, by Dr. Jitendra Singh, the Minister of State in the Prime Minister’s Office and MoS for Personnel, Public Grievances and Pensions. 

Earlier that day, Shri N. Chandrababu Naidu, the CM of Andhra Pradesh, inaugurated the conference and delivered the inaugural address. 

The following Gram Panchayats were awarded under the newly introduced category, “Grassroots-level initiatives in Gram Panchayats for deepening service delivery” upon rigorous multi-tier evaluation of more than 1.45 lakh entries nationwide:

  • Jury Award: Palsana Gram Panchayat, Surat District, Gujarat - Sarpanch Shri Pravinbhai Parshottambhai Ahir

  • Jury Award: Suakati Gram Panchayat, Kendujhar District, Odisha - Sarpanch Smt. Kautuka Naik

  • Gold Award: Rohini Gram Panchayat, Dhule District, Maharashtra - Sarpanch Dr. Anandrao Pawara

  • Silver Award: West Majlishpur Gram Panchayat, West Tripura District, Tripura - Sarpanch Smt. Anita Deb Das

Each award includes a trophy, a certificate and financial incentives of Rs. 10 lakh (for Gold award) and Rs. 5 lakh (for Silver award), which are to be reinvested in strengthening citizen-centric initiatives. 

The award-winning Panchayats have set new benchmarks when it comes to digital governance, transparency and participatory service delivery: 

  • Gujarat’s Palsana Gram Panchayat has integrated portals such as Digital Gujarat and Gram Suvidha. These portals come with features with QR/UPI-based property tax payments, online grievance redressal and transparent welfare delivery. The panchayat’s portals show how technology improves ease of living directly with 10,000+ citizens availing online services annually.

  • Odisha’s Suakati Gram Panchayat has digitized services like OdishaOne and Seva Odisha platforms. These platforms provide 24x7 citizen access with real time tracking. These essential services ensure women leadership and inclusive delivery and show how technology bridges last mile between govt and citizens.

  • Maharashtra’s Rohini Gram Panchayat has become the state’s first gram panchayat to adopt a 100% paperless e-office system. It offers 1,027 digital services and ensures full household digital literacy. Real-time grievance redressal and bulk SMS outreach keep every citizen connected to governance decisions.

  • Tripura’s West Majlishpur Gram Panchayat has transformed into a model of citizen charter driven Panchayat governance. It provides online services such as birth, death and marriage certificates, trade licenses, property records and MGNREGA job cards. Every request is monitored digitally to ensure accountability, timeliness and transparency in the process.

This is a first of its kind recognition instituted by DARPG in partnership with Ministry of Panchayati Raj. It highlights government’s vision that good governance is best delivered via digital governance.
