Unified Service Authorisation (USA) - NSO is a legal permission issued by DoT that allows a Network Service Operator (NSO) to establish, own, operate and maintain telecom network infrastructure and provide authorised telecom services in a National Service Area. This area covers the whole of India, including its territorial waters, continental shelf and exclusive economic zone.
The authorised telecom services covered under the USA - NSO are the telecom services covered under Access Service Authorisation - NSO, Internet Service Authorisation - NSO and Long Distance Service Authorisation - NSO. It is called Unified Service Authorisation - NSO because it combines all these authorisations into one single authorisation for Network Service Operators (NSOs). This removes the need to apply for separate authorisations for each service.

Below are the eligibility requirements for obtaining the Unified Service Authorisation for NSO. Applicants must satisfy all the prescribed conditions. If any requirement is not met, the application may be rejected or the grant of authorisation may be delayed:
The entity must be a company registered under Companies Act, 2013. With that being said, it must not be a One Person Company.
It must meet the paid-up equity capital and net worth requirements.
Foreign direct investment, if any, shall be in alignment with the FDI policy and applicable laws.
The company’s management must be of sound character.
If the applicant entity possesses one or more authorisations/licenses or files an application for one or more new authorisations, it shall ensure it has minimum paid-up equity capital equal to the sum of the minimum paid-up equity capital requirement for each such authorisation/license and also has minimum net worth equal to the sum of the minimum net worth required for each such authorisation/license.
The company must fulfill requirements under Rule 12 of Telecom Authorisation Rules.
It must ensure it has no pending dues payable to the government.

While filing an application for USA NSO, the following documents are needed:
Certified copy of Board Resolution authorising submission of USA NSO registration application.
Certified copy of Board Resolution authorising the authorised signatory to submit the application and handle related matters.
Power of Attorney for the authorised signatory.
Board resolution appointing auditor & auditor's acceptance letter.
Certificate of Incorporation.
Memorandum of Association (MoA) and Articles of Association (AoA). (Note: MOA must include telecom services as a main object).
Digital signature certificate.
Net worth certificate.
Paid-up equity capital certificate.
Shareholding certificate showing Indian and foreign equity details.
FDI compliance certificate.
Certificate confirming compliance with Rule 5 of the Telecom Authorisation Rules.
To obtain NSO unified service authorisation online, the following steps must be fulfilled:
Prior to filing the application, the applicant must ensure compliance with the paid up equity capital requirements, FDI policy, prohibited investor restrictions, etc.
After that, prepare the required documents like Memorandum of Association, Articles of Association, FDI compliance certificate, etc.
Then, fill out the application form on the Authorisation Service Portal and upload required documents.
Submit the form by paying the application processing fee.
Reply to any clarification or additional document request by DoT.
Receive the Letter of Intent (LoI) and complete all its conditions within the prescribed time. Also, pay the entry fee and submit Initial Guarantee.
After successful compliance, the DoT grants the Unified Service Authorisation and issues a unique authorisation number to your company.
A Unified Service Authorisation (USA) for a Network Service Operator (NSO) is valid for a fixed period of time, i.e., 20 years from the date it is issued. After that, it can be renewed for another 20 years. To renew it, the company must apply to the DoT at least 12 months before the current authorisation expires.
