Long Distance Service Authorisation (LDSA) - Network Service Operator (NSO) is a telecom service authorisation issued by the Department of Telecommunications (DoT). It allows a business to provide National Long Distance and International Long Distance telecom services across National Service Area. With this authorisation, the NSO has the legal permission to set up, operate, maintain and expand long distance telecom networks. 

These networks are used for the purpose of carrying voice calls, internet data, video and other communication traffic between different cities, states and countries. To apply for this authorisation, you need to file an online application via Telecom eServices Portal. What is a Network Service Operator?

A Network Service Operator, abbreviated as NSO, is basically a telecom business that owns and operates a physical telecommunications network to provide telecom services. Since it owns the network, it does not need to lease telecom infrastructure from another operator. Instead, it can lease its network to other telecom operators.

Apart from the above services, an NSO may also:

  • Set up, operate, maintain or expand Cable Landing Stations or CLS-Point of Presence with government approval and security clearance.

Step 1:- The entity must ensure compliance with the minimum paid-up equity capital, net worth requirements, FDI policy, prohibited investor restrictions and cross-holding conditions.

Step 2:- The entity must then submit the application via Telecom eServices Portal along with the required documents and application processing fee.

Step 3:- The Central Government will examine the application after receiving it. It may ask the entity to provide additional documents/clarifications before checking its eligibility and compliance.

Step 4:- If entity is found eligible, the Central Government will issue a Letter of Intent (LoI). The entity must then fulfil the LoI conditions within the prescribed time, pay the entry fee and also submit Initial Guarantee.

Step 5:- After the entity fulfils all the requirements, a Unique Authorisation Number will be generated and the Long Distance Service Authorisation will be granted to it.

LDSA - NSO: Validity and Renewal Requirements

The Long Distance Service Authorisation for NSO comes with a fixed validity period. This validity period is 20 years. After this period, it can be renewed for another 20 years to continue providing authorised telecom services. To renew the authorisation, the applicant must submit the renewal application at least 12 months before the current authorisation expires.
