Infrastructure Provider Authorisation, or simply IP authorisation, is a legal authorisation granted by Department of Telecommunications (DoT) to an entity to allow it to establish, operate, maintain or expand passive telecom infrastructure, Right of Way or in-building solution infrastructure. IP Authorisation carries forward IP1 license / registration under new framework introduced by Telecommunications Authorisation for Telecommunication Network Rules, 2026.
Basically, where IP1 registration / license was the requirement earlier, IP Authorisation is now the new requirement under new framework. Under Rule 38 of the Telecom Network Authorisation Rules, it is clarified that the scope of Infrastructure Provider Authorisation does not include permission to establish, operate, maintain or expand in-building solution itself. Additionally, there is no IP authorisation fee charged by the government. Only the applicable processing fee is required to be paid by the applicant to DoT.

The applicants must fulfill the following eligibility criteria for IP authorization:
The applicant must be a company incorporated under provisions of Companies Act, 2013.
It must have skilled management. Additionally, it must have a responsible track record in telecom industry.
The applicant must adhere to Foreign Direct Investment (FDI) policy of Government of India.
It must not have any outstanding dues payable to DoT.
The applicant must not possess any overlapping licenses or authorizations that cover entire scope and network area of proposed authorization.
The application must include prescribed processing fee. It must also include Auditor's Certificate that confirms eligibility under Rule 5.
The applicant must meet all other requirements set forth by DoT.
For filing an application for DoT IP authorization, the following documents are required:
Certificate of Incorporation issued by Registrar of Companies
Company Registration details
FDI Details demonstrating conformity with FDI policy and applicable law, where applicable.
Auditor’s Certificate.
Declaration/undertaking regarding pending dues, where applicable.
Details/declaration of existing licences or authorisations.
Non-refundable Processing Fee payment proof.
Unconditional and irrevocable undertaking for relinquishment of overlapping licence/authorisation, where applicable.

To apply for Infrastructure Provider Authorisation, the applicant must file an application with DoT online via Telecom eServices Portal. Prior to filing the DoT application, the applicant’s fulfilment of eligibility and documentation requirements must be assessed and confirmed.
Then, the application for authorisation must be filed online via Telecom eServices Portal in prescribed form and manner. The applicant must also pay processing fee for IP authorization application.
The DoT will examine the application after receiving it. If required, it may conduct an inquiry to assess applicant's eligibility. The applicant may need to provide any additional information requested by Department.
If satisfied regarding eligibility, the DoT shall grant IP authorisation without prior issuance of a Letter of Intent for authorisation. The authorisation shall state scope of activities, network area, duration and effective date of authorisation.
