The Ministry of Corporate Affairs, through its notification S.O. 4850(E) dated 23 October 2025, revised territorial jurisdiction of certain Registrars of Companies operating in several parts of India. The changes were originally decided by the Ministry to take effect from 1 January 2026. The notification in question lists districts and states falling under each RoC office for company registration and other functions under Companies Act, 2013. However, the effective date was later on changed/postponed to 16 February 2026 through a subsequent notification S.O. 6112(E) dated 30 December 2025.
Companies should be aware of these changes as it is the RoC jurisdiction that determines which office is responsible for handling their company related statutory matters. It is worth noting that the MCA notification being discussed deals only with allocation of territorial jurisdiction. It does not introduce a new company registration process or change the existing requirements under the Companies Act, 2013.
In this blog post, we will take a look at the list of RoC offices and the districts and states falling under each one's jurisdiction as per the notification. The list will help companies to know which exact RoC office is relevant to them according to their jurisdiction.
The Registrar of Companies is an office under Ministry of Corporate Affairs (MCA), which is the concerned Ministry for overseeing company law in India. The main responsibilities of RoC include registering companies, maintaining company records and monitoring compliance with Companies Act, 2013, and rules made under it. There is no single RoC for the entire country. Instead, there are several RoC offices that operate across India. Each one of them has its own territorial jurisdiction.
The legal basis for these offices is Section 396 of Companies Act, 2013. This section empowers Central Government to establish registration offices and assign Registrars of Companies to carry out functions under the said Act. These functions include registering companies, maintaining statutory records, processing required filings and taking action in cases of non-compliance among others.
In accordance with powers granted u/s 396 of Companies Act, 2013, the Central Government has established following RoCs within MCA. Their details are outlined in table below.
The table includes names of Registrars, as listed in column (2), and their corresponding territorial jurisdictions, as specified in column (3). This establishment is for purpose of company registration and fulfilling responsibilities outlined in the said Act.

The MCA has made revisions to territorial jurisdiction of RoCs through its notification dated 23 October 2025. The changes, originally intended to come into effect from 1 January 2026, officially took effect from 16 February 2026 following a subsequent amendment was made by the Ministry.
The notification released by the Ministry specifies which RoC office handles companies in particular districts and states, including separate jurisdictions for Delhi, Uttar Pradesh, Maharashtra and West Bengal. For example, according to the notification, a company registered in Haryana falls under jurisdiction of the Registrar of Companies, Haryana, located at Chandigarh.
It must be noted that the notification in question deals with allocation of RoC jurisdiction only and that it does not introduce a new company registration process or change existing requirements under Companies Act, 2013.
Companies should check which RoC jurisdiction applies to them when dealing with company related statutory matters.
As RoC jurisdiction details may change with time, companies should refer to the official MCA portal for latest updates.
