In order to guarantee that there are adequate workers on farms during the busiest sowing and harvesting seasons, the Act also establishes a temporary pause period on the employment programme, of up to 60 days in a fiscal year.
Here are the key features of the Act :-
It focuses on empowerment, growth and development by guaranteeing 125 days of wage employment to rural households. The higher employment ceiling for the rural workers enables greater earning potential.
If work is not provided to the workers within 15 days of demand, then the states are liable to pay an unemployment allowance to them to ensure income security.
It gives a special focus to water security works, core rural infrastructure, livelihood-related infrastructure and special works to minimize the extreme weather events.
The Act contains provisions to ensure there is availability of adequate workers on farms during the agricultural seasons.
According to Section 4 (5) of the Act, “the Central Government shall determine the State-wise normative allocation for each financial year, based on objective parameters as may be prescribed by the Central Government.”
Further, according to Section 4 of the Act, “Any expenditure incurred by a State in excess of its normative allocation shall be borne by the State Government in such manner and by such procedure as may be prescribed by the Central Government.”
As per Section 5(3) of the Act, the payment of wages must be made on a weekly basis or, in any case, within fifteen days of completion of work. If there is any delay beyond the stipulated period, then the authorities would be liable to pay delay compensation in accordance with provisions under Schedule II.
The Act will benefit the farmers by improving irrigation, water conservation, storage and connectivity assets.
The law makes it mandatory for the Panchayats to prepare the Viksit Gram Panchayat plans that are integrated with modern national spatial systems like PM Gati Shakti. This would ensure smart, data driven planning for better infrastructure and livelihoods as well as contribute to overall rural transformation.
