Andhra Pradesh Revises Self Certification Scheme Guidelines

The Andhra Pradesh State Government has released revised guidelines for Building Permissions under Self Certification Scheme 2025. This step has been taken to streamline and speed up construction activities. 

The Self Certification Scheme’s mission is to simplify the approval process for building projects and promote a participatory and transparent approach when it comes to urban development. It provides licensed technical personnel and citizens with a trust-based approval process and marks a transition from stringent regulations to responsible self-governance.

On 13th July 2025, the Principal Secretary (MA&UD), Mr. S. Suresh Kumar, issued a G.O. on the revised SCS 2025 guidelines. These guidelines will be included within Andhra Pradesh Building Rules 2017 as Chapter XIV.

SCS 2025 will allow instant online approvals via Online Building Permission System (OBPS). This system will allow applicants to commence construction work on an immediate basis upon payment of necessary fees. 

It does away with time consuming scrutiny and replaces it with accountability by licensed technical personnel, who must make sure they comply with master plans, safety rules and zoning regulations. A layer of honesty and discipline is added via mandatory filing of the Plinth Level Inspection report in 7 days. 

The Self Certification Scheme guidelines cover non-high-rise residential projects in plots up to 4,000 sq.m in authorized layouts, with the inclusion of those regularized under LRS 2008 and LRS 2020, Gramakantam areas, village areas and redevelopment projects with prior authorization. It also covers white category industries on plots up to 500 sq.m. 

The revised SCS 2025 guidelines are applicable to all Urban Local Bodies and Gram Panchayats within Urban Development Authorities, like APCRDA (with the exception of the Capital City region), for plots 300 sq.m and larger. 

The Andhra Pradesh State Government’s initiative aligns with the Central Government’s Special Assistance to States for Capital Investment (SASCI) 2025-2026. It does so by reducing compliance burdens and promoting an environment that is conducive to investors.
