Bihar Becomes the First State to Launch Mobile App Voting

Bihar has become the first Indian state to allow citizens to cast their vote using a mobile app or state election commission website. The pilot project has been rolled out during municipal elections across six councils with the goal of making voting accessible for individuals who are unable to make it to the polling booths. It depends on advanced technology to ensure security as well as transparency. 

Bihar State Election Commissioner Deepak Prasad mentioned that “e-voting will occur today, i.e. June 28, 2025, during the municipal polls in six councils, three in Patna, and two in Rohtas and East Champaran.”

This step is viewed to be increasing the election’s accessibility for individuals. According to the reports, the e-voting system is based on emerging technologies like blockchain and face recognition.

The new e-voting facility has been created on the basis of definitions stipulated by the State Election Commission to serve individuals with disabilities, senior citizens, pregnant women and migrant workers who cannot reach polling stations due to physical/locational reasons.

There are two options through which voters can e-vote i.e., (i) e-SECBHR mobile App or (ii) State Election Commission Website (Bihar). Only two registered voters are authorized to log in using a single mobile number. Every vote cast shall be cross-verified with the individual voter IDS in order to confirm its genuineness. As per the reports, this mechanism has been designed in a way that ensures a fair and tamper-proof domestic process. 

Voters wanting to vote from their mobile phones can download e-SECBHR app. Once they download the app successfully, they must link the app to their mobile number on their electoral roll. Once done, voters can vote via official website or app on the day of polling. It is important to note that, currently, the app is only available for android users.

The process is pretty straightforward. Even first-time users can cast their vote easily. Mobile-based voter access is taking place for the very first time during municipal elections. However, it isn’t certain whether the same mechanism will be adopted for upcoming Bihar assembly elections.
