Biometric Aadhaar Authentication Mandatory for Subsidised Domestic LPG Refills from 1 October 2026

Starting from 1 October 2026, all domestic LPG consumers will be required to complete Biometric Aadhaar Authentication (BAA) to book refills at regulated Retail Selling Price (RSP) with the applicable subsidy. The purpose of BAA is to make sure that the subsidized LPG is provided only to genuinely deserving households. By linking each connection to an Aadhaar authenticated consumer, the system helps prevent the diversion of subsidized domestic cylinders for commercial/industrial use. 

It also eliminates duplicate and ineligible connections and makes subsidy delivery more transparent and targeted. This process is not intended to deny LPG to any legitimate household. All eligible consumers will have several convenient options to complete authentication. 

What Changes for Consumers from 1 October 2026

Consumers who have completed BAA do not need to repeat the process. Their refills will continue as usual. For those who have not completed BAA, refill booking at RSP with subsidy will be available once authentication has been verified. 

Here is How to Complete BAA…

Using the OMC mobile application, the delivery person can complete the authentication on the spot. Consumers can visit their LPG distributor’s showroom and complete the authentication there. Consumers also have the option to complete the authentication process on their home, from the comfort of their homes using these apps: IndianOil ONE for Indane customers, HelloBPCL for Bharatgas customers and HP PAY for HP Gas customers.

Video tutorials on completing self e-KYC are available on PMUY portal. Consumers who do not wish to complete BAA process can still receive LPG. To do so, they need to register this choice through their Oil Marketing Company's digital channels, which may include the consumer web portal, mobile app, WhatsApp chatbot, Interactive Voice Response System or other available options. These consumers will receive LPG at applicable market price without any subsidy in either 5 kg or 10 kg cylinders, depending on local availability from OMC. 

Cost of Domestic LPG Subsidy

Domestic LPG is sold at a price that is lower than its production cost. In September 2026, the implicit subsidy was approximately Rs. 210 per 14.2 kg cylinder while in June 2026 this subsidy peaked at Rs. 721 per cylinder. To keep domestic LPG affordable, the government compensated Oil Marketing Companies with Rs. 22,000 crore in the fiscal year 2022-23. It is set to provide Rs. 30,000 crore during fiscal years 2025-26 and 2026-27. 

Despite this support, the accumulated under recoveries of public sector OMCs on domestic LPG exceeded Rs. 62,000 crore as of 31 August 2026. It is essential to direct the subsidy only to genuine consumers so as to ensure its sustainability.

Complete BAA before 1 October

Consumers who have not yet completed the BAA are encouraged to do so before October 1, 2026, using any of the available channels in both urban and rural areas. If any assistance with LPG services is needed, consumers can call the toll free helpline @ 1800 2333 555.
