The Central Consumer Protection Authority (CCPA) issued notices to four major e-commerce platforms, namely, Amazon, Flipkart, Meesho and Jiomarket. These notices are part of efforts to protect farmers and consumers.
The issue arose when the Crop Care Federation of India (CCFI) moved to file a complaint with Ministry of Agriculture. The federation alleged that a product called "Cyclocinone Herbicide" was being sold online without proper registration and necessary information and that it is not listed under Insecticides Act of 1968.
Furthermore, the product information was found to be lacking several important details like chemicals used in it, their actual chemical identity and the validity of all the related licenses. This information is critical for farmers since incomplete or inaccurate details can harm crops as well as public health.
In response to the CCPA's notice, Amazon, Flipkart, Meesho and JioMart promptly removed the product listings from their respective platforms and also initiated investigations into the accounts of the sellers involved.
However, the CCPA emphasized that simply removing the product is not sufficient. A full investigation will be conducted so as to determine how long the product was sold on the platforms and why regulations were not adhered to despite being in place.
The CCPA's investigation revealed that the product listings were missing essential information, including chemical composition, valid license numbers, license expiration dates and hazardous chemical warnings.
The government warns that such incomplete information can mislead consumers, particularly farmers who depend on these products to cultivate their crops.
The government has made it clear that e-commerce platforms need to verify the seller’s license before making any sale of pesticide or agricultural chemicals under the Insecticides Rules 2022.
If a company is discovered to be allowing such products to be sold without the inspection, the same is considered as a vuilation under the Consumer Protection Act 2019 and E-Commerce Rules 2020.
The CCPA emphasized on the fact that while the convenience of online shopping is important, it must not come at the expense of public safety and legal standards. The organization clarified that strict actions will continue in the future concerning such issues.
The government believes that providing accurate information and transparency for products related to agriculture, health and public safety is essential. This way, it is ensured that people can use these products safely.
