Centre to Table Key Bills During Monsoon Session of Parliament

The Monsoon Session of Parliament commenced today, i.e., 20 July 2026. It will run until 13 August 2026. There will be a break for Independence Day celebrations before the Houses reconvene, if needed. This session is expected to discuss a total of 31 Bills. This number includes a total of 21 new proposals. 

Among the key economy-related legislations slated for introduction are the Income Tax (Amendment) Bill, 2026 and the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026.

Foreign Contribution & Income Tax Amendment Bills

The agenda for the Monsoon Session includes the Foreign Contribution (Regulation) Amendment Bill, 2026 as well. It was introduced in Lok Sabha on 25 March 2026. It is scheduled for consideration and passage during this session. Additionally, the Income Tax (Amendment) Bill, 2026, intended to replace an Ordinance, aims to deepen India’s sovereign debt market, attract stable global capital inflows and enhance liquidity. 

This initiative comes in response to the current global macroeconomic environment, which is characterized by significant volatility due to geopolitical uncertainties, sharp increases in crude oil prices and disruptions in global supply chains, as per officials. 

To put it simply, the Bill aims to boost India’s government bond market, foster stable foreign investment and improve the funds’ availability in the financial system amidst global economic uncertainty, increasing prices of crude oil and supply chain disruptions.

MSME Amendment Bill in Legislative Agenda

In addition, the legislative agenda states that the Micro, Small, and Medium Enterprises Development (Amendment) Bill, 2026 aims to align the Micro, Small and Medium Enterprises  Development Act 2006 with the evolving MSME landscape, enhance the Ease of Doing Business and establish trust-based regulations within the ecosystem of MSMEs.

Moreover, the document explains that the Bill seeks to strengthen the systems for addressal of delayed payments, provide for arbitral awards’ enforcement for MSEs and introduce flexibility to enable states to determine the composition of  Micro and Small Enterprises Facilitation Council (MSEFC). This would enable the formation of more MSEFCs. 

To put it simply, the proposed law aims to make it easier for MSMEs to operate, improve the process for resolving delayed payment issues, ensure that arbitration awards can be enforced and give states greater flexibility to establish more Facilitation Councils so as to handle disputes involving micro and small enterprises.
