Since Delhi's air quality continues to be classified as "poor," the Commission for Air Quality Management (CAQM) in the National Capital Region (NCR) and surrounding areas has put new regulations in place. These regulations aim to reduce air pollution from commercial goods vehicles that enter the National Capital Territory (NCT) of Delhi.
As per the revised advisory, from 1 November 2025 onwards, all commercial goods vehicles not registered in Delhi will be strictly banned from entering the National Capital Territory (NCT) of Delhi.
This includes Light Goods Vehicles (LGVs), Medium Goods Vehicles (MGVs) and Heavy Goods Vehicles (HGVs) that do not comply with BS-VI standards. As a transitional measure, BS-IV commercial goods vehicles will be allowed to enter Delhi until 31 October 2026.
There are no entry restrictions at any time of the year for the following categories of vehicles. These vehicles can move freely in Delhi:
1. Commercial goods vehicles that are registered in Delhi.
2. BS-VI compliant petrol or diesel commercial goods vehicles.
3. BS-IV compliant petrol or diesel commercial goods vehicles until 31 October 2026.
4. CNG as well as LNG commercial goods vehicles.
5. Electric commercial goods vehicles.
It is also important to note that restrictions under various stages of the Graded Response Action Plan on commercial goods vehicles will apply during the period that each specific stage is in effect.
On 31 October 2025, in the morning, the air quality in Delhi showed slight improvement. However, it continued to be in the ‘Poor’ category. Many areas within Delhi experienced clearer skies and improved visibility as compared to past few days. As per the Central Pollution Control Board (CPCB), an AQI of 268 was recorded in the national capital, categorised as 'poor', as of 8 am on 31 October. This was a change from the “very poor” recorded a day earlier.
Many key monitoring stations recorded improvements in air quality. Anand Vihar reported an Air Quality Index (AQI) of 282, Aya Nagar 237, Burari Crossing 249, DTU 206, Dwarka Sector-8 288, IGI Airport 211, IHBAS Dilshad Garden 284, ITO 280, JLN Stadium 255, Nehru Nagar 270, Okhla Phase 2 255, Punjabi Bagh 293 and Patparganj 256. All of these readings are categorized as 'poor.'
Some stations recorded 'moderate' air quality, with the AQI at CRRI Mathura Road at 198, Chandani Chowk at 194 and Lodhi Road at 199 as of 8 AM. However, several areas of the city still reported 'very poor' air quality. According to the Central Pollution Control Board (CPCB), the AQI at Alipur was 303, Ashok Vihar 328, Bawana 349, Jahangirpuri 312, Mundka 317, Narela 316, Najafgarh 310, RK Puram 305, Rohini 323, Sirifort 318 and Wazirpur 355.
