Delhi Government Allows Self-Certification for Private Schools

On 18 July 2026, the Delhi Government gave approval for the replacement of mandatory Essentiality Certificate for opening private schools with a new Self-Certification System. This latest move by the Government aims to simplify the school recognition procedure and align it with Right to Education Act of 2009. 

The Education Department led by Education Minister Ashish Sood stated that this decision eliminates longstanding procedural requirements under Delhi School Education Act and Rules of 1973. This change is part of an effort to reduce compliance burdens within education sector. 

How Does Self-Certification System Work?

Under the new self-certification system, applicants who are seeking recognition for their schools will only need to certify that they meet the standards under RTE Act. These standards include requirements related to infrastructure, safety, teacher qualifications and pupil-teacher ratio. 

Previously, schools needed government approval to determine if they were necessary in a specific area. In conjunction with these changes, Rule 44 (3) of the Delhi School Education Rules 1973 has been amended to remove requirement for applicants to submit a prior notice of their intention to open a school and seek an assessment of its necessity in a particular zone. 

Removal of Need-Based Assessment 

Additionally, the government has eliminated provision under Rule 50 (ii). The provision required authorities to assess the actual need for a new school by considering the no. of existing schools in the locality before finally granting recognition. 

Relaxation in Minimum Land Requirement 

Moreover, the Delhi government has relaxed the minimum land area requirement for establishing private schools due to high urban density in Delhi. This change aims to reduce space related obstacles while ensuring that safety as well as educational standards are maintained. 

Government's Objective Behind New Reforms 

Sood stated that these reforms align Delhi's school recognition framework with provisions of the Right to Education Act, which bases recognition on objective norms as well as standards instead of subjective assessments of local needs. He said the government’s goal is to ensure that every child in Delhi has access to high quality education in safe and well-equipped schools. 

By replacing the outdated Essentiality Certificate with a straightforward self-certification system, the government is shifting its focus from unnecessary administrative paperwork to what truly matters, i.e., excellent infrastructure, qualified teachers and appropriate student-teacher ratios. He emphasized that these changes would make recognition process more transparent. At the same time, they will ensure compliance with standards established under RTE Act.
