The Delhi government led by Chief Minister Rekha Gupta has decided to remove periodic licence renewals for manufacturers, dealers and repairers of weights and measures. Now, the licences issued to such entities will have lifetime validity. To make the licensing process digital, the government also plans to introduce a mobile app.
The decision, taken under the leadership of Delhi CM, aims to enhance ease of doing business and reduce compliance burden on businesses in the national capital, according to the official statement released by the Delhi Government.
The statement read, “With amendments to the Delhi Legal Metrology Rules, 2011, the government has also removed the requirement of physical site inspections before the grant of licences. Instead, licences will now be issued on the basis of self-declaration, a move aimed at cutting delays and reducing procedural hurdles.”
According to Industries Minister Manjinder Singh Sirsa, these changes are designed to simplify regulatory processes and make them more responsive to the needs of businesses. He said, "Honest businesses should not be weighed down by repetitive and avoidable procedures.” He added that the shift to a trust-based system would make it easier for enterprises to start and operate.
Officials noted that the new framework effectively establishes a lifetime approval system wherein licenses will remain valid unless suspended or canceled by the competent authority. It is anticipated that this move would lower recurring costs as well as provide greater certainty for businesses.
The reforms are part of government's "Deregulation Exercise 2.0," which intends to rationalize regulatory frameworks as well eliminate redundant processes across various departments. Currently, more than 600 businesses operate within the weights and measures sector in Delhi including manufacturers, dealers and repairers.
In addition to this, the Delhi Government plans to launch a mobile application that would make legal metrology licensing process fully digital. Therefore, the entities won’t need to visit the legal metrology department in person for seeking legal metrology licenses. It would allow businesses to access related services seamlessly and transparently.
