Delhi imposes Petrol, Diesel Ban on Old Vehicles

From 1 July 2025 onwards, Diesel vehicles over 10 years old and petrol vehicles over 15 will be banned from refueling in Delhi. For enforcement of the policy and potential vehicle seizure, a total of 350 petrol stations have been chosen. This action has been taken by the Commission for Air Quality Management (CAQM) in coordination with Transport Department, Delhi Police and Traffic officers. 

To ensure the initiative is complied with, the Delhi Transport Department, in collaboration with Delhi Police and Municipal Corporation of Delhi, has come up with a detailed plan. Delhi police teams will keep a surveillance on the first 100 petrol stations with most EoL vehicles. On the other hand, a total of 59 stations will be managed by the Transport Department officials.

In addition to this, 91 particularly sensitive petrol stations will come under the supervision of joint teams from both the departments. The remaining 100 stations will be overseen by Delhi’s Municipal Corporation. This strategic planning will ensure maintenance of vigilant oversight in all the stations to prevent and detect violations of rules.

The enforcement squads are given the authority for seizure of vehicles and issuance of fines to owners with defaulting EoL vehicles. The initiative is legally reinforced by the Hon’ble SC’s decision in 2018. Additionally, it supports NGT’s 2014 that bars parking of vehicles over 15 years in public areas. 

The Delhi Government has released Standard Operating Procedures to back these actions and compel petrol stations to log each transaction that gets refused. Moreover, stations must display a notice that mentions "Fuel will not be dispensed to End of Life Vehicles - i.e., 15 years old Petrol and CNG and 10 years old Diesel 01.07.2025." This notice will serve as a clear reminder to vehicle owners after the limitations imposed on fuel.

Fuel stations must mandatorily comply with rules and regulations of CAQM. Additionally, they must train their officials accordingly. To make sure the policy is adhered to, the Automated Number Plate Recognition (ANPR) systems will be functional. The Delhi Transport Infrastructure Development Corporation (DTIDC) will ensure the efficacy of ANPR systems. For the purpose of tracking real-time compliance, these modern measures are of utmost importance.

As per the finding of VAHAAN database, Delhi is home to approx. 62 lakh EoL vehicles. Out of these vehicles, approx. 41 lakh vehicles are two-wheelers and the remaining 18 lakh are four-wheelers. Further, the surrounding NCR districts (in UP, Haryana and Rajasthan) add an additional 46 lakh EoL vehicles to the database. From this, we can understand the extensive scale of the issue within the Delhi and Delhi-NCR region.

Petrol stations that fail to comply with the new directives will be subject to penalty in accordance with Section 1932 of the Motor Vehicles Act 1988. For further proceedings, reports outlining non-compliance shall be filed on a weekly basis to CAQM as well as the Ministry of Petroleum and Natural Gas. This framework has been designed to enforce strict rule-following.
