Department of Posts and BSNL Sign MoU to Expand Connectivity Reach Across India

On 17 September 2025, the Department of Posts (DoP), under Ministry of Communications, Government of India and Bharat Sanchar Nigam Limited (BSNL) inked a Memorandum of Understanding (MoU) in New Delhi for expansion of BSNL’s mobile connectivity across India. Ms. Manisha Bansal Badal, General Manager (Citizen Centric Services & RB), on behalf of Department of Posts, and Mr. Deepak Garg, Principal General Manager (Sales and Marketing - Consumer Mobility), BSNL, signed the MoU.

DoP, under the agreement, will make use of its huge postal network of approx. 1.65 lakh post offices for the purpose of sale of SIM cards as well as mobile recharge services across the country. India Post’s vast reach touches almost every village and town in India. This vast reach will serve as a powerful last mile for BSNL and allow the telecom company to increase its presence in urban as well as rural geographies.

The move is aimed at making the telecom services of BSNL more accessible as well as affordable, especially for citizens who reside in the country’s remotest parts and face limited connectivity. The partnership between DoP and BSNL will help to bridge the digital divide and empower the rural households with mobile services. 

It’ll also advance the Digital India initiative’s broader goals, promote financial inclusion and help in socio-economic development. In Assam, the proof of concept was implemented. The concept had already shown major success there and demonstrated its potential as a scalable model for nationwide rollout. 

Post offices will act as Points of Sale (PoS) for BSNL mobile SIM card sales and mobile recharges via the collaboration. The telecom company will provide the SIM stock as well as the training. The DoP will be responsible for onboarding new customers for the telecom company and facilitate transactions in a way that is standardized as well as secure.

General Manager (Citizen Centric Services & RB), Department of Posts, Ms. Badal said, “This partnership combines the trusted reach of India Post with the telecom expertise of BSNL to deliver affordable and accessible connectivity to every citizen.”

Principal General Manager (Sales and Marketing-Consumer Mobility), BSNL, Mr. Deepak Garg, added, “Through this collaboration, BSNL services will be available at every nook and corner of the country, enabling citizens—particularly in rural and underserved areas—to access mobile services conveniently at their nearest Post Office.”

The agreement between DoP and BSNL became effective for one year from 17 September 2025. It may be renewed subsequently. Both the parties will collaboratively ensure strict adherence to cyber security and data privacy standards, robust monitoring and monthly reconciliation. The initiative combines the telecom infrastructure of BSNL and nationwide presence of India Post and sets a benchmark in public sector synergy for citizen centric service delivery.
