DPIIT Notifies Transition Facilitation (Quality Control) Order, 2026

The Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry has issued Transition Facilitation (Quality Control) Order, 2026. This Order is a significant move to enhance quality ecosystem as well as boost the industrial competitiveness in India. It introduces a framework that has been carefully designed to balance regulatory compliance with innovation, technological progress and supply chain resilience. The Government of India aims to establish a robust quality ecosystem by ensuring that safe, reliable and standards-compliant products are available. 

To achieve this, DPIIT has implemented Quality Control Orders (QCOs) for essential products, which protect consumer interests, improve product reliability and enhance the domestic industries’ competitiveness via standardization as well as better manufacturing practices. Building on this objective, the Transition Facilitation (Quality Control) Order, 2026 establishes an alternative risk-based compliance mechanism. 

This mechanism facilitates a smooth transition for industries. At the same time, it maintains quality assurance and consumer protection. This DPIIT Order allows domestic industries to source supplies from manufacturers holding licenses under Scheme II of Schedule II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018, instead of Scheme I (ISI Mark Scheme) of BIS. 

Permissions will be granted under this mechanism on the basis of technical capability, demonstrated compliance history and a commitment to technological advancement, design development, research capabilities, innovation and strengthening domestic supply chain capabilities. Additionally, the Order benefits manufacturers who have consistently adhered to QCO requirements for three continuous years without any defaults. 

This provision gives recognition to sustained compliance with quality requirements. At the same time, it also encourages ongoing adherence to established standards. The reform aims to streamline industry compliance while upholding standards pertaining to quality. By providing an alternative compliance mechanism, it is anticipated that the Order will support technological modernization, innovation and reinforcement of manufacturing ecosystem of our nation. 

This initiative is expected to strengthen domestic value chains, promote technological advancement, reduce compliance bottlenecks and enhance integration of our nation with global supply chains. It also expected to boost consumer confidence in the quality and safety of products available in the Indian market.
