India’s First E-Waste Park to be Built in Delhi

The Delhi Government has shared its plans to build India’s first e-waste ecopark in Holambi Kalan, a village in the Narela Sub Division of the North Delhi district of Delhi. The facility, which will cover 11.4 acres, will be built through a 15-year public-private partnership (PPP) following a global tender headed by the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC). Up to 51,000 tonnes of e-waste per year spanning all 106 categories under the EWaste Management Rules 2022 can be processed at the site. 

With over 1.6 million tonnes produced yearly, India is the third-largest producer of e-waste in the world, with Delhi contributing about 9.5% of this total. Just 17.4% of the global e-waste is being recycled at the moment, meaning that resources are being lost and the environment is being harmed.

With separate areas for disassembling, refurbishing, component testing, plastic recovery and a market for used electronics, the Holambi Kalan ecopark will bring in a high-tech, safe and regulated environment. The initiative of Delhi Government aids Delhi's shift to a circular economy, which reduces reliance on landfills, recovers raw materials and repurposes end-of-life gadgets.

Implementation Plan

To bring world-class expertise to the project, DSIIDC will float a global tender through a combined Request for Qualification and Proposal. The aim is to attract leading green technology partners with proven credentials.

The construction phase is expected to wrap up within 18 months due to a fast-tracked schedule. Once operational, the facility will run under a Design, Build, Finance, Operate and Transfer (DBFOT) model for a period of 15 years.

An estimated Rs. 500 crore will be invested in the project. Around Rs. 150 crore will be allocated for the setup and the remaining Rs. 350 crore will be reserved for operational costs over the concession period.

Where Sustainability Aligns With Public Health

Delhi’s upcoming e-waste ecopark is more than just a technological solution. It is a giant step toward sustainable urban living. The ecopark will be bringing e-waste processing into a centralized formal sector. This in turn will drastically cut down on the pollution caused by unregulated recycling activities.

Currently, the informal methods of handling electronic waste often release harmful toxins into the air, soil and water. They endanger the health of local communities, especially the children. The new facility will help to address this issue.

In addition to this, the facility will enable the recovery of valuable materials like copper, lithium and rare earth elements and support our nation’s push for resource conservation and reduced import dependency.

Globally, only 17.4% of e-waste is currently recycled. This initiative could serve as a model for change and shift the narrative from inefficient disposal to responsible, circular waste management.
