Delhi govt to set up 26 Karmika Sewa Kendras to register workers

According to officials, the Delhi government plans to set up 26 "Karmika Sewa Kendras" (KSKs) across the city to help register almost 3 million construction workers, especially those who work in unorganized sectors.

Officials said that the project, which will cost more than Rs. 25.41 crore, is based on the Passport Sewa Kendra framework. The aim of this project is to make it easier for the workers to get welfare programs.

Initiation of KSK Project

The Delhi Building and Other Construction Workers Welfare Board (DBOCWWB) has started the process of hiring an agency to design, develop and run 13 static and 13 mobile KSKs in India’s capital.

The KSK units will be done in a phased manner. The areas that need them the most will be prioritized first and then the remaining areas will be covered so that the entire city gets covered eventually.

Development of Labour Chowks

Under the Delhi government’s project, the agency tasked with the project will also develop 39 labour chowks. Three labour chowks will be established in each of Delhi’s 13 revenue districts so as to facilitate easy access to employment opportunities, according to a senior government official.

The chowks will serve as a structured as well as organized platform for the workers and allow them to access basic amenities like drinking water, first aid, sanitation and welfare-related services at designated locations, as per the officials.

KSK Mobile App for Workers

In addition to this, the officials said that the workers will be provided a user-friendly mobile app that will enable them to access KSK services online. Key services that will be offered by the KSKs include formal worker registration and labour card renewals, with records integrated in both state and national databases. The KSKs will function as artificial intelligence enabled digital service hubs with low manual intervention.

Processes like registration, renewal and application disposal will be dealt with in an automated manner. The data of workers will be tracked, along with benefits like medical check-ups, welfare kits and direct benefit transfers, on a real time basis.

KSK Units in Remote Areas

The reach of the above-mentioned services will further be expanded to remote areas within Delhi by mobile KSK units. The static KSKs will serve workers in urban as well as semi-urban spots. At the KSKs, self-service kiosks will also be installed.
