Ministry of Labour & Employment and Zomato sign MoU in New Delhi

On 14 October 2025, Ministry of Labour & Employment (MoLE) and Zomato signed a Memorandum of Understanding (MoU) in New Delhi. The MoU intends to improve access to flexible as well as tech-enabled livelihood opportunities via the National Career Service (NCS) platform.

The MoU was inked in the presence of Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, Minister of State for Labour & Employment, Ms. Shobha Karandlaje, and Secretary, Ministry of Labour & Employment, Ms. Vandana Gurnani.

During the event, Dr. Mansukh Mandaviya welcomed the partnership with Zomato. He stated that this collaboration would integrate roles within the platform economy into the formal employment system and help to connect job seekers, particularly youth and women, to dignified technology-enabled livelihood opportunities. 

Dr. Mandaviya had emphasized on the fact that the NCS portal has become a significant resource for job seekers both nationally and internationally and linked millions of individuals with employment and livelihood prospects. He noted that since its launch in 2015, the portal has mobilized over 7.7 cr. job vacancies and continues to serve as a crucial bridge between employers and individuals seeking jobs.

The Minister added that multiple key organizations have already collaborated with the NCS portal and that the collaboration with Zomato is another milestone in the efforts of the Ministry for expansion of flexible and technology-enabled livelihoods. 

The Ministry of Labour & Employment and Zomato working in unison will not only be mutually advantageous to both stakeholders but also to all jobseekers at large. During the occasion, Ms. Shobha Karandlaje, the Minister of State for Labour and Employment, highlighted the need to provide social protection to all organized and unorganized workers in the nation. 

She stressed that the MoU aligns with the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY) and the government’s vision for a developed India by 2047, which focuses on formalization and social security for all workers. She called upon all stakeholders to collaborate closely with government to achieve the vision of inclusive and secure livelihoods for every worker.

The Secretary, Ministry of Labour and Employment, Ms. Vandana Gurnani emphasized upon the Government’s commitment when it comes to ensuring all workers get dignified employment and sustainable livelihoods. She said that new career opportunities appearing on the NCS portal will provide a well timed boost for those seeking jobs and those who are hiring.

She noted India’s recent recognition by the International Social Security Association (ISSA) Award while highlighting that social security is a top priority for the Ministry. She pointed out that social security coverage has increased from 19% in 2015 to 64.3% in 2025 and reached 940 million citizens across the country. 

She also expressed hope that leading platforms like Zomato will participate in these efforts to enable gig and platform workers to access social security benefits. Under the new 'Aggregator' category, Zomato will list approximately 250,000 flexible livelihood opportunities annually on the NCS portal and provide structured access to real-time income opportunities for delivery partners and gig workers.

In past one year alone, the Ministry has inked MoUs with 14 major organizations including Swiggy, Amazon, Rapido, HireMee, TeamLease, Zepto, Mentor Together and Apna.co among others. This collectively mobilized over five lakh employment opportunities. 

The Ministry’s MoU with Zomato will add a new dimension to this growing ecosystem. This step reinforces the Ministry’s mission of bridging the gap between job seekers and industry and imparting new vigour to Bharat’s economic development.
