Centre notifies New Rules for Radar-based Speed Devices

The Centre has introduced fresh rules for radar-based speed measuring devices. This is a major step to enhance road safety and ensure fair traffic enforcement. The fresh rules make the verification and calibration of the radar-based speed measuring devices a mandatory requirement. 

The Department of Consumer Affairs on 18 April 2025 announced the new regulations. They will come into force from 1 July 2025 onwards. This would give ample time for the manufacturers and enforcement agencies to align with the new norms.

As per the new norms, the Legal Metrology authorities must now verify and stamp all radar equipment that are necessary for the purpose of determining the vehicle speed. This step is supposed to guarantee that these devices function in a dependable manner when there are different environmental circumstances in addition to being precise and impenetrable.

The official statement of govt claims that these verified systems will increase public confidence. They will increase the transparency of law enforcement, and guarantee legal compliance in traffic infraction cases. In addition, accurate speed detection is crucial when it comes to preventing traffic jams, preserving efficient traffic flow, and shielding infrastructure from unnecessary strain.

The new standards were developed with participation from important stakeholders, such as manufacturers, state metrology agencies, RRSLs (Regional Reference Standard Laboratories), and consumer advocacy organizations. They are based on international norms, especially the OIML R 91.

This would mean better protection for everyday drivers from speeding readings that are inaccurate and also unfair fines. Drivers can feel more confident that speed enforcement is precise and also fair. This is because now there is scientifically accurate equipment in place which wasn't there previously.

The action increases law enforcement's operational effectiveness and credibility. Officers can enforce speed restrictions using trustworthy evidence thanks to certified devices' strong, tamper-resistant data.

Manufacturers, in the meantime, benefit from a well defined technical framework that aligns with international standards. Because devices manufactured in accordance with these criteria satisfy international export regulations, this not only promotes local innovation but increases international competitiveness as well. Broadly speaking, the reform supports data driven traffic governance, lowers traffic deaths, and encourages economic sustainability by reducing infrastructure damage and accident-related expenses.

The initiative by the Consumers Affairs Department of the Centre also contributes to India's larger effort to update its legal metrology framework. It makes sure that enforcement instruments are both legally as well as scientifically sound.
