On 16 April 2026, NICDC Logistics Data Services (NLDSL) and Government of Maharashtra signed a Memorandum of Understanding during an ongoing workshop. The goal of this MoU is to use Unified Logistics Interface Platform (ULIP) to digitize the logistics landscape in Maharashtra state.
It is anticipated that this collaboration between the two parties will bring visibility to streamline logistics operations, encourage greater coordination among the state’s departments and also aid in decision making procedures by providing live data insights.
The signing of MoU took place during an interactive ULIP workshop held by the Directorate of Industries, Maharashtra Government. Representatives from over 10 state departments were present at the workshop. The focus of the workshop was on identifying how the ULIP can be used to address logistics challenges in Maharashtra, specifically for small exporters and MSMEs, and enhance visibility.
At the workshop, NLDSL’s key digital initiatives’ live demonstrations were featured, including for Logistics Data Bank (LDB), Koyla Shakti – Smart Coal Analytics Dashboard, Track Your Transport and Transport Management System (TMS). All of them were powered by ULIP. These platforms showcase how real time data can make tracking better, improve operational efficiency and aid in decision-making across the logistics value chain.
The initiative is being undertaken under the leadership of Shri Rajat Kumar Saini, IAS, who is the CEO and MD of NICDC and the Chairman of NLDSL. The MoU’s formal execution was done by Shri Deependra Singh Kushwah, IAS, Development Commissioner (Industries) for the Government of Maharashtra, and Shri Takayuki Kano, CEO of NLDSL. Shri Vaibhav Waghmare, IAS, Additional Development Commissioner for the Directorate of Industries for the Government of Maharashtra, was also there.
NLDSL will help the Government of Maharashtra create a single digital platform as part of this initiative. It is expected that the platform will make the State's logistics operations more transparent. The platform would help decisions faster and make India’s logistics sector work more efficiently, which will ultimately support Viksit Bharat's vision.
ULIP operates as a unified digital gateways that enables smooth access to logistics-related data from several govt systems via API-based integrations. Currently, it connects a total of 45 systems across 11 Central Ministries/ Departments via 137 APIs, spanning over 2,000 data fields.
Because of this platform, more than 240 applications have been developed and it has handled over 300 crore API transactions, showing that it is reliable and strong.
NICDC is working to improve India’s industrial growth through the development of smart industrial cities and integrated infrastructure. After the successful development of 20 Greenfield Industrial Smart Cities, NICDC is now working on the implementation of the BHAVYA (Bharat Audyogik Vikas Yojana) Scheme.
The scheme aims to develop 100 investment-ready, plug-and-play industrial parks across India, with a budget of Rs. 33,660 crore. NICDC is also working on other major projects like PM MITRA Mega Textile Parks and the India Industrial Land Bank.
NLDSL, the logistics arm of NICDC, focuses on improving the logistics sector using digital platforms like the Logistics Data Bank (LDB) and ULIP. It was set up on 30 December 2015 as a joint venture between NICDC Industrial Development Trust and NEC Corporation of Japan.
