5 lakh Penalty imposed on Snapdeal for Sale of Non-Compliant BIS Standard Toys

The Central Consumer Protection Authority (CCPA) has taken strict action against e-commerce entities and sellers for selling toys in violation of the mandatory Toys Quality Control Order 2020 and the prescribed Bureau of Indian Standards (BIS) standards. 

The CCPA, in this context, has imposed a penalty amounting to Rs. 5,00,000 (Rupees Five Lakh) on Snapdeal (Ace Vector Limited) for engaging in unfair trade practices and misleading advertisements by allowing the sale of non-BIS compliant toys on its platform. By doing this, the platform has violated the rights of the consumers. 

The CCPA, led by Chief Commissioner Mrs. Nidhi Khare and Commissioner Mr. Anupam Mishra, has issued a final order against Snapdeal (Ace Vector Limited) concerning the sale of toys that do not conform to mandatory BIS standards. 

The CCPA took suo motu cognizance of the issue after discovering that toys were being sold on Snapdeal despite violation of Toys Quality Control Order 2020. This order became mandatory on 1 January 2021. 

Several critical lapses were revealed after a detailed investigation took place. They are mentioned below.:-

  • Despite delisting claims, the platform showcased continued non-compliance. The non-compliant toys remained available for purchase on the platform as recently as December 2025. 

  • Snapdeal earned Rs. 41,032 fees from the non-compliant toys’ sales via two identified sellers, i.e., Stallion Trading Company and Thriftkart. 

  • Many listings on the platform lacked essential information like the name of the manufacturer, address and mandatory BIS certification numbers, showcasing lack of transparency.

  • Without conducting any independent verification, the platform relied solely on the self declarations made by the sellers. This was deemed inadequate by the CCPA for preventing the listing of the hazardous goods.

Directives Issued of CCPA

For engaging in unfair trade practices as well as misleading advertisements, the CCPA imposed a penalty of Rs. 5,000 on the Snapdeal platform. Additionally, the authority has directed platform to do the following:

  • To ensure future compliance, the platform must guarantee that no non-compliant BIS standard toy gets listed, hosted or advertised in the future.

  • The platform must promptly display contact numbers, email addresses and grievance officer details to facilitate consumer redressal in a proper manner. 

The CCPA has reaffirmed its dedication when it comes to protecting the rights of consumers, preventing unfair trade practices and ensuring the digital marketplace is safe and transparent. It has urged all the e-commerce platforms to exercise strict regulatory verification and accurate disclosures.
