Telecommunication Engineering Centre signs MoU with BECIL

The Telecommunication Engineering Centre (TEC), which is the technical division of the Department of Telecommunications under the Ministry of Communications, has signed a Memorandum of Understanding (MoU) with Broadcast Engineering Consultants India Limited (BECIL). BECIL is a Mini Ratna Central Public Sector Enterprise under the Ministry of Information and Broadcasting.

This collaboration between TEC and BECIL will mainly focus on joint studies, technical contributions and standardization efforts in fields of convergence and broadcasting technologies. The aim of the MoU is to enhance national capabilities in standardization and innovation pertaining to these technologies. At the same time, it will be supporting major national initiatives like Digital India and Aatmanirbhar Bharat. 

The partnership will concentrate on developing India-specific standards and testing frameworks, studying international standards, contributing technically to global standardization bodies and exploring emerging technology trends in convergence and broadcasting. 

The Memorandum of Understanding (MoU) was signed on 8 July 2026 by Shri Devendra Singh, Deputy Director General of the Telecom Engineering Center (TEC), and Shri Ramit Lala, Deputy General Manager of Projects at BECIL. The signing took place in the presence of Shri Syed Tausif Abbas, Senior Deputy Director General and Head of TEC, at their office in New Delhi.

Key Areas of TEC-BECIL Collaboration

The key areas of TEC-BECILL collaboration are discussed below:

Direct-to-Mobile (D2M) and 5G Broadcast

Together, the two organizations will be conducting joint studies and making technical contributions in the fields of Direct-to-Mobile (D2M) and 5G Broadcast technologies.

(ii.)

Digital Rights Management (DRM)

Collaborative efforts will be made by TEC and BECIL in studying and developing Digital Rights Management (DRM) systems for IPTV and other service providers in the distribution platform sector.

(iii.)

Digital Sound Broadcasting (DSB)

The partnership involves collaborative studies on Digital Sound Broadcasting technologies.

(iv.)

Conditional Access System (CAS) and Subscriber Management System (SMS)

Joint studies and technical contributions will be made in CAS and SMS for television channel distributors.

(v.)

Future Broadcast and Network Technologies

The collaboration explores emerging broadcast and network technologies, including multimedia systems and services. This covers advanced Multimedia Broadcast Multicast Service (FeMBMS), application accessibility for digital inclusion, human factors affecting intelligent user interfaces in broadcasting and AI-enhanced functions for integrated broadband cable networks.

Need-Based Technical Discussions

There will be technical discussions between TEC and BECIL for addressing matters referred by the Ministry of Information & Broadcasting (MIB), the Department of Telecommunications (DoT) and TRAI. They are aimed at providing expert inputs and recommendations.

 

Expectations from TEC-BECIL MoU

The collaboration is anticipated to enhance India's involvement in international standardization efforts by facilitating joint technical studies and contributions to global standards development organizations such as ITU-T, ITU-R and 3GPP. 

Additionally, it will promote the creation of India-specific standards and the development of indigenous technological capabilities in convergence and broadcasting technologies. This initiative supports the vision of Aatmanirbhar Bharat (Self-Reliant India) as well as Digital India.
