Licenses to Start Vanaspati Ghee Business in India

Vanaspati ghee is a widely consumed edible fat product in India. It is made up of refined vegetable oils that are hydrogenated so as to achieve a texture and appearance that is very similar to traditional ghee. Many consumers use vanaspati ghee as a much cheaper alternative to cow/buffalo ghee. Some famous brands selling vanaspati ghee in the country include Dalda, Rath and Gagan. If you want to start your own vanaspati ghee business, you must fulfill various legal and regulatory requirements.

These include obtaining FSSAI registration/license, LMPC registration, business registration, GST registration, factory license, pollution control approvals and trademark registration. In this blog post, we shall discuss all the important licenses and registrations required to start a vanaspati ghee business in India one by one.

What is Vanaspati Ghee?

Vanaspati ghee is not ghee per se but rather a plant-based substitute. It is basically a hydrogenated vegetable oil made from liquid oils. Usually, it is made from palm oil but also can be made from other oils like soybean, sunflower and cottonseed. Basically, the plant-based oil undergoes a chemical process where hydrogen is added using a nickel catalyst to turn the liquid oil into a semi-solid fat.

Traditional ghee is pretty expensive. It can cost between Rs. 500 to Rs. 3000+ per litre, depending on how it’s made and cow breed. Therefore, many people who want the taste and texture of ghee at a low cost go for vanaspati. Usually, it costs between Rs. 130 to Rs. 190 per litre.

At restaurants, sweetmakers, dhabas, bakeries and catering businesses, vanaspati is commonly used as it helps in cost cutting. By starting a vanaspati ghee business, you can supply large quantities of vanaspati to businesses.

List Licenses & Registrations Required for Vanaspati Business

The licenses and registrations required for vanaspati business are explained below:

1. Business Registration

When starting any business, it is extremely important to carefully decide the business structure. There are many options available in India. For running a business without registration, there are two options available in the country, i.e., sole proprietorship and partnership firm. Both the models do not require business registration with any government authority. Sole proprietorship is meant for a sole owner while the partnership firm is meant for multiple owners/partners. Both the models allow the owners to operate while saving costs related to business registration. However, it must be noted that both the models put unlimited liability on the owner in case of business losses/debts.

Therefore, many company registration consultants suggest the business owners choose a structure that provides limited liability protection instead, like one person company, private limited company or limited liability partnership. It needs to be noted that, for all the three structures, business registration with MCA is a mandatory requirement. Although you will have to spend on registration costs, you will have a business structure that offers limited liability protection and your personal assets will generally be safe in case the business incurs debts or losses. 2. FSSAI Registration/License

FSSAI is the concerned authority when it comes to regulation of food products meant for human consumption. It issues licenses for businesses involved in the manufacture, storage, distribution, sale and processing of food items for human consumption. Since Vanaspati ghee is meant for human consumption, obtaining the FSSAI registration/license via FOSCOS portal is mandatory based on annual turnover. Previously, FSSAI Basic Registration was required for businesses with annual turnover of up to Rs. 12 lakhs. However, from April 2026, the limit has been increased to Rs. 1.5 crore.

Earlier, FSSAI State License applied to businesses with turnover between Rs. 12 lakhs and Rs. 20 crore but now it applies to businesses with turnover above Rs. 1.5 crore and up to Rs. 50 crore. Likewise, FSSAI Central License was earlier mandatory for businesses with turnover above Rs. 20 crore but now it is required for businesses with turnover exceeding Rs. 50 crore. Now is undoubtedly the best time to apply for an FSSAI license as the compliance burden has been significantly reduced with introduction of perpetual validity and removal of periodic renewal requirements.

Earlier, food businesses had to renew their licenses every 1 to 5 years but under the 2026 amendments, licenses and registrations now remain valid unless suspended, cancelled or surrendered. So, now is actually the best time to apply for FSSAI registration or license. For assistance in obtaining the registration or license, you can connect with the consultants at Registrationwala.

3. LMPC Registration

LMPC registration, specifically the packer and manufacturer license registration is one of the most essential requirements for a Vanaspati ghee business if it is personally involved in packaging vanaspati before selling it to distributors or retailers, as the case may be. By obtaining this registration, the business ensures compliance with Legal Metrology Act of 2009 as well as Legal Metrology Packaged Commodities Rules of 2011.

To apply for and obtain the registration, the business must file an application with Legal Metrology Department of the respective State or Union Territory. Every state/UT has its own rules and procedural requirements. So, the registration process may differ from one state to another.

In some states, the application process is available online while in others it is still conducted offline, depending upon local compliance framework as well as departmental procedures. 4. GST Registration

GST Registration is yet another important requirement for a Vanaspati ghee business. If its annual turnover of a business exceeds Rs. 40 lakhs in most states for the supply of goods. However, in special category states, the threshold limit is generally Rs. 20 lakhs. The process to register for GST is entirely online. Businesses can apply for registration online. After approval, the GST Registration Certificate is also issued digitally.

The application for GST registration must be filed via GST Portal. To ensure error-free and accurate filing of registration application and obtain registration in a smooth and nearly effortless manner, businesses can reach out to GST registration consultants.

5. Factory License

Factory License is required by the Vanaspati ghee business if it operates a manufacturing unit with the prescribed number of workers and uses power-driven machinery in vanaspati production process. Obtaining this license is of utmost importance as it ensures compliance with safety, health and working condition requirements.

The Chief Inspector of Factories or the Department of Labour of the state is responsible for issuing this license. So, to obtain this license, the business must file an application with the concerned state/UT authority. Along with application, all the prescribed documents must be attached and applicable government fees must be paid.

6. Pollution Control Approvals

Since Vanaspati ghee business involves manufacturing activities that may generate emissions, effluents and industrial waste, it must obtain pollution control approvals, i.e., Consent to Establish (CTE) and Consent to Operate (CTO). The CTE approval must be obtained before setting up the manufacturing unit/commencing construction activities. The CTO must be obtained before starting commercial production/operational activities at vanaspati factory. These approvals are issued by respective State Pollution Control Board (SPCB)/Pollution Control Committee (PCC).

To obtain these approvals, the business must file prescribed application along with details relating to manufacturing processes, waste management systems, pollution control measures, factory layout plans and whatever else is required by SPCB/PCC. If you need professional assistance in obtaining pollution control approvals, you can connect with consultants at Registrationwala.

7. Trademark Registration

To build a Vanaspati brand that gets trademark protection, it is important to register the brand name as well as logo as a trademark. Although trademark registration is not legally mandatory per se, it is highly recommended by IPR experts. The reason is that it provides legal protection in case of infringement.

There could be a situation where someone copies your vanaspati brand name, packaging or logo and tries to sell oddly similar products in market. In such a situation, what you can do is  initiate legal action for trademark infringement and passing off. Having proof of trademark registration will certainly strengthen your case in court of law.

Conclusion

Establishing a vanaspati business from the very scratch requires obtaining various licenses and registrations such as business registration, FSSAI license, LMPC registration, GST registration, factory license, pollution control approvals and trademark registration. Since the process of obtaining these registrations can sometimes be complicated, many businesses prefer to get in touch with a consultant for availing professional assistance to ensure smooth as well as timely approvals.
