Gyaneshwar Kumar Singh Becomes Director General & CEO of IICA

The Indian Institute of Corporate Affairs (IICA), a think tank under the Ministry of Corporate Affairs, Government of India, 

Shri Singh brings a lot of expertise to the table. He has worked in finance, corporate law, insolvency, corporate social responsibility, ESG reporting, public policy, e-government, and capacity building for more than thirty years.

He has held several important positions in the past, such as CEO of the Investor Education and Protection Fund Authority (IEPFA), Joint Secretary in the Ministry of Corporate Affairs, and Member of the Governing Body of the Insolvency and Bankruptcy Board of India (IBBI). 

He was also appointed by the government to the Central Councils of the Indian Institute of Chartered Accountants of India and the Indian Institute of Company Secretaries between 2019 and 2021. It is noteworthy to mention he also served as IICA's DG and CEO from 2017 to 2018, during which time he oversaw an incredible transformation of the organization that made it financially independent.

From 2018 to 2021, he served as the Insolvency Law Committee's (ILC) Member Secretary. In order to make the Insolvency and Bankruptcy Code more responsive to the demands of the economy, he was instrumental in its implementation as well as its later changes, such as the Act on Pre-Packaged Insolvency Resolution. In the Ministry of Corporate Affairs, he also had a major role in the founding and development of numerous new organizations, including NCLT, NCLAT, IEPFA, and IBBI.

He has a strong background in corporate social responsibility (CSR) and was instrumental in helping the Ministry of Corporate Affairs develop the National CSR Awards Scheme, which ranks the nation's top CSR initiatives. Additionally, he was the High-Level Committee on Corporate Social Responsibility's Member & Convener, and he made a substantial contribution to the completion and submission of the committee's report in 2019. Additionally, he was instrumental in the revision of the CSR Rules, 2014, which decreased discretion and improved convenience of doing business by updating reporting forms and creating transparent procedures for CSR disclosures.

In August 2020, Shri Singh was a prominent figure in sustainable corporate governance, and submitted a thorough report while serving as chair of the Committee on Business Responsibility Reporting (BRR). The basis for SEBI's voluntary Business Responsibility and Sustainability Reporting (BRSR) requirement for the top 1000 listed businesses in FY 2021-2022 was established by this historic study.

Shri Singh is a graduate of reputed universities such as Delhi University (LLB and BA Hons in History), FMS Delhi (MBA in Finance), and JNU (MA & M.Phil in Sociology). His international experience working with UNDP Afghanistan as a Capacity Development Advisor gives his profile a global perspective.

His return to IICA signals at a bright future for the IICA organization, which remains a policy laboratory, think tank, and center for capacity building under the Ministry of Corporate Affairs' auspices. It is anticipated that Shri Singh's inspiring leadership would further IICA's objective of encouraging innovation, sustainability, and responsible corporate governance in India's vibrant business climate.
