Step-by-Step Process to Apply for IS Authorisation in India (2026)

To promote Digital India initiative as well as ease of doing business in telecom sector, the IS Authorisation application process is conducted online. The application must be completed by following a specific process through the Telecom eServices Portal. In this blog post, we will explain the step-by-step process to apply for IS Authorisation in India.

What is IS Authorisation?

Internet Service Authorisation, a.k.a IS Authorisation, is a legal authorisation given to a company by Department of Telecommunications to provide internet services to customers. This authorisation has been introduced under the Telecommunications Services Authorisations Rules 2026 which were notified in June 2026 as part of the new authorisation framework.

Prior to the introduction of IS Authorisation, entities were required to obtain an ISP License to provide internet services. But now, after the introduction of the new framework, DoT has stopped taking new applications for ISP Licenses. Businesses wishing to commence an internet service business now have to apply for IS Authorisation instead. 

Now, the interesting part is that IS Authorisation is available under two categories rather than one single category. These categories are ISA-NSO and ISA-VNO. ISA-NSO (Internet Service Authorisation - Network Service Operator) is meant for companies that want to establish, own, operate and maintain their own telecom network infrastructure to provide internet services. 

On the other hand, ISA-VNO (Internet Service Authorisation - Virtual Network Operator) is specifically meant for those companies that want to provide internet services using the network infrastructure of an authorised NSO instead of setting up their very own network. 

Who can Apply for Internet Service Authorisation?

Entities such as partnership firms, Limited Liability Partnerships (LLPs), trusts, societies and sole proprietorships are not eligible to obtain IS Authorisation. Only a company incorporated under the Companies Act, 2013 is eligible to apply for IS Authorisation. With that being said, a One Person Company (OPC) incorporated under the Act is not eligible to apply for the authorisation. 

How to Get Internet Service Authorisation?

The step-by-step process for obtaining Internet Authorisation is explained below:-

Step 1:- Fulfilling Eligibility Conditions

Before filing the application, it is necessary to ensure that the applicant entity meets the eligibility requirements, such as minimum equity capital, eligible business structure under the Companies Act (except OPC), etc. It must also have sufficient funds to pay the application processing fee, entry fee and initial guarantee.

Step 2:- Preparing Necessary Documents

The next step is to prepare all the documents required for filing the application for internet authorisation with Department of Telecommunications (DoT). All the information and details required for the application should also be kept ready.

Step 3:- Filing the Online Application

Once the eligibility is ensured and all the necessary documents are ready, the applicant can fill in the required details, upload the required documents and then finally submit the online application via designated portal. The application processing fee must also be paid while filing the application.

Step 4:- Scrutiny by DoT

After receiving the application, the DoT will examine the application and all the submitted documents. If everything is found to be in order, DoT issues the Letter of Intent (LoI) to the applicant entity.

Step 5:- Compliance with Letter of Intent

Within the prescribed time, the applicant must comply with all the conditions mentioned in the Letter of Intent. The entry fee and initial guarantee must also be submitted with the DoT.

Step 6:- Grant of Internet Service Authorisation

Finally, the DoT will grant the IS Authorisation to the applicant. The applicant can then view and download the issued authorisation via the designated portal.
