What Types of Authorisations Are Available for NSOs? 

An entity intending to provide telecommunication services may apply for one or more principal telecommunication service authorisations as an NSO under the new telecom authorisation framework provided under the newly-implemented Authorisation Rules. 

Each authorisation enables the NSO to establish, operate and maintain telecommunication networks for the services specified, in accordance with applicable terms and conditions. Below, we discuss the authorisations available to NSOs in a detailed manner: 

1. Access Service Authorisation - NSO

Access Service Authorisation - NSO allows an NSO to provide a variety of telecom services to customers. Under this authorisation, an NSO can provide the services listed below:

If the NSO holds Access Service Authorisation for all 22 telecom service areas in India (as notified under Schedule B of Authorisation Rules), it can provide in-flight and maritime connectivity services as well.

2. Internet Service Authorisation - NSO

The Internet Service Authorisation - NSO allows an entity to establish and operate telecom infrastructure and provide internet services. This authorisation can be obtained for the whole of India (National Service Area) or for a specific area (Telecom Circle or Metro Service Area). Under this authorisation, an NSO can provide the following services:

An NSO holding Internet Service Authorisation (National Service Area) can also provide in-flight and maritime connectivity services limited to internet services.

3. Long Distance Service Authorisation - NSO

Long Distance Service Authorisation - NSO allows an NSO to establish, operate, maintain and expand long distance telecommunication networks so as to provide National Long Distance (NLD) and International Long Distance (ILD) telecom services across India. Under this authorisation, an NSO can provide the services mentioned in the table below:

Apart from the above-mentioned services, an LDS Authorisation - NSO also allows an NSO to lease domestic and international bandwidth to eligible authorised entities. It may also establish and operate Cable Landing Stations (CLS), Cable Landing Station - Point of Presence, ILD Gateways and International Internet Gateways, subject to security clearance and prior approval from the Central Government.

4. Unified Service Authorisation - NSO

Unified Service Authorisation - NSO allows an entity to provide all the principal telecom services covered under the three major NSO authorisations. It includes:
