BIS Certification, issued by the Bureau of Indian Standards (BIS), is a certification which indicates third party i.e. BIS assurance of any product’s safety, quality and reliability for the customer who eventually purchases it.
BIS is involved in several activities such as the certification of products, standards formulation, testing, hallmarking and calibration scheme. Generally, obtaining BIS certification is voluntary. However, it is mandatory for certain products to ensure they do not have a negative impact on the public’s health. BIS certificate holders are granted the permission to use the Indian Standards Institution (ISI) mark on their products. This mark is a sign of high-quality products.
In this article, we will discuss BIS certification for electronic products under the Compulsory Registration Scheme (CRS).
In 2012, the Ministry of Electronics and Information Technology (MeitY) notified the Compulsory Registration Scheme (CRS). It passed the ‘Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012’ for electronics items in 15 categories. However, with time more electronic and IT goods were added under this scheme. As per CRS, it is mandatory for the manufacturers of products listed under this scheme to obtain BIS certification. According to an order passed by MeitY in 2012, an individual is not allowed to manufacture, distribute or store goods for the purpose of sale or import if they do not meet the Indian Standards specified in the order and bear the standard mark alongside BIS unique registration number.
The manufacturers that deal in electronic products are granted a license by BIS which enables them to use or apply standard mark having a unique registration number. In order to obtain a BIS certificate under CRS through registration, the manufacturers need to provide self declaration of conformity for each product with the help of Form I under smart registration. Test reports for the products must be obtained by the manufacturers from the BIS recognized laboratories. After this, they must submit the verified test report to the BIS and file an undertaking regarding the conformity of the product. The manufacturers are also required to submit an affidavit to ensure the BIS about the conformity of the product. When the application submitted by the manufacturer indicates that he has the necessary infrastructure for manufacturing quality products and has the test results for the conformity of the product, then that manufacturer will be issued BIS certification under CRS by the Bureau of Indian Standards.
