Difference Between Principal Officer, ISP and FSE

In an Insurance Marketing Firm (IMF), the Principal Officer (PO), Insurance Sales Person (ISP) and Financial Services Executive (FSE) all play important roles. Each of them has different duties and responsibilities. While the Principal Officer is the overall person responsible for managing the Insurance Marketing Firm and ensuring regulatory compliance, the IMF appoints Insurance Sales Persons (ISPs) so as to solicit and procure insurance products.

It also employs Financial Services Executives (FSEs) so as to market eligible financial products regulated by authorities other than IRDAI. In this blog post, we will discuss the key differences between a Principal Officer, ISP and FSE.

PO vs ISP vs FSE: Differences

The table below explains the key differences between a PO, an ISP and an FSE:-

Parameters PO ISP FSE
Full Form PO stands for Principal Officer. ISP stands for Insurance Sales Person. FSE stands for Financial Service Executive.
Definition A PO is the designated head who manages the overall operations of an Insurance Marketing Firm (IMF). An ISP is an employee responsible for marketing and selling insurance products on behalf of an IMF. An FSE is an employee of an IMF who markets and distributes non-insurance financial products through the firm.
What Do They Do? A PO oversees business operations, ensures regulatory compliance, and supervises ISPs as well as FSEs. An ISP solicits insurance business, sells insurance policies, and assists customers. An FSE distributes financial products such as mutual funds, pension products, and banking products.
Minimum Educational Qualification A PO must be a graduate from a recognised university. An ISP must have passed Class 12 or an equivalent qualification. An FSE must meet the qualification requirements prescribed by the concerned financial regulator.
Mandatory Training Hours A PO must complete 50 hours of mandatory training or 25 hours if they hold specified professional qualifications. An ISP must complete 50 hours of mandatory training or 25 hours for eligible candidates. An FSE must satisfy the training or certification requirements of the applicable financial regulator.
Exam & Certification A PO must pass the prescribed IRDAI Principal Officer examination. An ISP must pass the prescribed IRDAI Insurance Sales Person examination. An FSE must hold the valid licence or certification required by regulators such as SEBI, RBI, or PFRDA, depending on the products being distributed.

Who is a Principal Officer in an IMF?

In an Insurance Marketing Firm, a Principal Officer, abbreviated as a PO, is the designated head who is responsible for managing the firm's overall operations. They oversee the day-to-day functioning of IMF, supervise insurance distribution activities and ensure that the business complies with the regulatory guidelines issued by the Insurance Regulatory and Development Authority of India. Every Insurance Marketing Firm can have only one Principal Officer.

To become a Principal Officer of an IMF, an individual must be a graduate, complete the mandatory IRDAI training (50 hours or 25 hours for professionally qualified candidates), pass the prescribed IMF examination conducted by Insurance Institute of India and satisfy the IRDAI's Fit and Proper criteria.

Who is an ISP in an IMF?

In an IMF, an Insurance Sales Person, abbreviated as an ISP, is an individual responsible for soliciting and procuring insurance business on behalf of IMF firm. They market and sell insurance products offered by insurers with whom IMF has tie-ups, help customers choose suitable insurance policies and provide after-sales support all while complying with the guidelines issued by the Insurance Regulatory and Development Authority of India.

To become an ISP at an IMF, an individual must have passed Class 12, complete mandatory IRDAI training (50 hours or 25 hours for candidates holding specified insurance or actuarial qualifications), pass prescribed certification examination and be appointed by an IRDAI-registered IMF. Unlike the Principal Officer, an Insurance Marketing Firm can appoint multiple Insurance Sales Persons based on its business requirements.

Who is an FSE in an IMF?

In an IMF, a Financial Service Executive, abbreviated as an FSE, is an employee responsible for marketing and distributing financial products and services other than insurance. Depending on the financial services an IMF is authorised to offer, an FSE may distribute products such as mutual funds, pension products, banking products and other financial services permitted under the applicable regulations.

An FSE acts as point of contact for customers who are looking to invest in or purchase the financial products offered through an IMF. They explain the available options, guide customers through application process and ensure that every transaction is carried out in line with regulatory requirements. Unlike Principal Officer, who is the sole designated head of IMF, a firm may appoint multiple Financial Service Executives to handle these responsibilities.

To work as an FSE in an IMF, an individual first needs to obtain the necessary licence or registration as required by relevant financial regulator, such as SEBI, PFRDA or any other applicable authority, depending on financial products they wish to distribute. They must also be appointed by an IRDAI-registered Insurance Marketing Firm. After appointment, they can then market and distribute only those financial products they are legally authorised to offer.

Conclusion

There is one Principal Officer, who is responsible for managing the overall operations of the firm and ensuring compliance with IRDAI regulations. Then, there are several Insurance Sales Persons and Financial Service Executives. While ISPs are responsible for marketing and selling insurance products, FSEs are responsible for distributing non-insurance financial products permitted under the applicable regulations.
