In August 2025, the Indian Parliament enacted the Promotion and Regulation of Online Gaming (PROG) Act, 2025, which is a landmark legislation to protect citizens from the mounting threat of online money games while providing an enabling framework for e-sports as well as online social games. The Central Government is empowered to make rules to carry out its provisions u/s 19 of the PROG Act.
Accordingly, the Ministry of Electronics and Information Technology (MeitY) has prepared the Promotion and Regulation of Online Gaming Rules, 2026. The PROG Rules, 2026 are rules aimed at promoting and regulating online games. They were prepared by MeitY and were finalized after extensive inter-Ministerial consultations and vetting by the Department of Legal Affairs. The PROG Rules 2026 are going to come into effect on 1 May 2026. They set out a transparent and time-bound mechanism to determine if an online game is an online money game (which is now prohibited by the law) or a legally permitted online social game or e-sport.
These rules make the Online Gaming Authority of India the unified digital-first regulator for the industry. Also, the rules set up a statutory registration system for e-sports and other types of online social games as may be announced. The PROG Rules require online game service providers to have safety features for users as well as mechanisms to handle complaints in place. Additionally, they must ensure adherence to all the transparency obligations.
They lay down the procedure for inquiry and imposition of civil penalties u/s 12 of Act. To ensure accountability, fairness and observance of the principles of natural justice, they provide an appellate mechanism.

OGAI full form is Online Gaming Authority of India. Under the PROG Rules 2026, the Online Gaming Authority of India (OGAI) will be established as a digital-first regulator. It will be constituted as an attached office of MeitY with its head office at the NCT of Delhi.
The Authority will be responsible for overseeing the online games’ classification, maintaining a central blacklist of prohibited games, handling registration for legitimate e-sports and enforcing user safety/grievance redressal. It will also be responsible for issuing directions, orders and codes of practice.
OGAI will work in coordination with law enforcement so as to prevent financial crimes related to prohibited/unlawful online-gaming. The composition of OGAI is going to be completely government-led. It will include representatives from various ministries like Home Affairs, Finance, Information & Broadcasting, Sports and Law.
