Department of Consumer Affairs Notifies Legal Metrology (Indian Standard Time) Rules, 2026

On 27 August 2026, the Department of Consumer Affairs (DoCA) notified the Legal Metrology (Indian Standard Time) Rules, 2026. These new rules shall become effective 180 days from the date of publication in the Official Gazette. The rules establish Indian Standard Time (IST) as the unified time reference nationwide for legal, administrative, commercial and several other official purposes. The 180-day period gives enough time to government departments, businesses, institutions and organizations to implement necessary changes to their systems before the new rules come into effect. 

With increasing reliance on digital and technology-based systems, the demand for consistent time reference has grown greatly. Banking and digital payments, telecommunications, railways, power systems, computer networks and government records all depend on precise time as well as accurate timestamps. 

Whenever there are any discrepancies between different time sources, the same can hinder coordination and proper documentation of such activities. The new legal metrology rules aim to ensure that essential systems across country utilize accurate as well as consistent Indian Standard Time. 

What Will Common Time Reference Support?

Here’s what the common time reference will support:-

• accurate time-stamping of banking and digital payment transactions;

• precise time-keeping in power systems;

• coordination of railways, airports and other transport systems;

• reliable operation of telecommunication and internet networks;

• maintenance of government and legal records; and

• coordination of emergency & other time-sensitive services.

Utilization of Indian Timing Sources

The government is working on development of infrastructure that would provide accurate Indian Standard Time throughout the country. For this, it is utilizing Indian institutions and Legal Metrology laboratories. The regulations also include the use of NavIC, India’s satellite navigation system, along with other approved Indian time sources so as to ensure reliable and secure time dissemination. 

Currently, several systems rely on foreign satellite-based time sources. Establishing an Indian time dissemination infrastructure will offer additional options for critical systems. What’s more, they will decrease dependence on external time sources. 

Demonstration of White Rabbit Technology

In July 2026, a White Rabbit Technology-based Indian Standard Time Dissemination Demonstration Network was commissioned at the Regional Reference Standard Laboratory (RRSL) as part of ‘One Nation, One Time’ initiative. The system successfully disseminated IST across various sectors, including banking, telecommunications, power, transportation and digital governance, to name a few. The secure dissemination of IST between RRSL in Bengaluru and NSE in Chennai was demonstrated in tie-up with CSIR-NPL, ISRO, SEBI, NSE and BSNL among other stakeholders. 

The 180-day period before commencement of Legal Metrology (Indian Standard Time) Rules, 2026, will allow stakeholders time to review their existing systems, implement necessary technical changes and prepare for compliance. These rules will give a common reference for Indian Standard Time for time-dependent systems and official purposes across the country.
