2. Business Registration Certificate

3. Factory License

Manufacturing firecrackers is risky, so you cannot produce them at home. It is not only unsafe but is also illegal. You need a dedicated space, such as a proper factory, to carry out this business. However, setting up a factory involves more than choosing a location and installing the right machinery. You must obtain a factory license under Factories Act, 1948 as part of meeting legal requirements.

4. NOC from Fire Department

It must have a suitable factory layout, clear emergency exits, safety signs and designated assembly areas so as to protect workers during a factory accident in case it ever occurs. Once the department verifies that all the required fire safety measures are in place, it issues the NOC.

5. CTE and CTO from SPCB

Another major requirement for a firecracker manufacturing business is obtaining Consent to Establish (CTE) and Consent to Operate (CTO) under Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. Both of these consents need to be obtained from the State Pollution Control Board. 

As a general rule, CTE needs to be obtained prior to initiating any construction, civil work, site preparation or machinery installation. 6. GST Registration
