ISA Full Form, Eligibility & Application Process

In the telecom sector, ISA full form is Internet Service Authorisation. It is permission given by the Department of Telecommunications to a company to provide internet services and certain related telecom services in India. What is ISA Full Form?

ISA full form is Internet Service Authorisation. It is a telecom authorisation granted by the Department of Telecommunications (DoT), Government of India, to an eligible company for providing internet and related telecommunication services.  A company that holds an ISA is commonly called an Internet Service Provider (ISP). The authorisation is valid for 20 years from the date it is granted. 

ISA is granted in two categories, i.e., ISA-NSO and ISA-VNO. Under ISA-NSO (Network Service Operator), the authorised entity establishes, operates and maintains its own telecommunication network and infrastructure for provision of authorised services. 

Under ISA-VNO (Virtual Network Operator), the authorised entity does not own telecom network infrastructure. Instead, it leases the required network infrastructure from NSO so as to provide services to customers.

Who is Eligible for ISA?

A company is eligible for Internet Service Authorisation (ISA) if:

  • It is incorporated under the provisions Companies Act, 2013, excluding a One Person Company.

  • It has no pending dues payable to the Government.

  • It has the minimum paid-up equity capital and net worth prescribed in Schedule C of the Telecom Authorisation Rules.

  • Its management has a sound track record in providing telecom services or in establishing, operating, maintaining or expanding telecom networks.

  • If it already holds one or more than one telecom authorisations/licences, or applies for additional authorisations, it maintains the combined minimum paid-up equity capital required for all such authorisations or licences. In such cases, it also maintains the combined minimum net worth required for all such authorisations or licences.

  • It complies with the requirements specified under Rule 12.

  • Any foreign direct investment (FDI) in company complies with FDI policy and applicable laws.

ISA Application: Step-by-Step Process

The step-by-step process to apply for internet service authorisation is below. 

Step 1: First step is check whether the company is eligible for the authorisation or not. Check the eligibility requirements, paid-up equity capital, net worth, FDI compliance and other applicable conditions. Without meeting these basic requirements, do not begin filing the application.

Step 2: Gather all important documents, such as the net worth certificate, certified copy of the Board Resolution authorising submission of the ISA application, certified copy of the Board Resolution appointing the authorised signatory for the application and related matters, and the Power of Attorney in favour of the authorised signatory among other necessary documents. Also obtain a valid Digital Signature Certificate (DSC).

Step 3: Then, visit the Telecom eServices Portal, as this is the portal used for filing the online application for ISA.

Step 4: Create an account on the portal and then log in using your credentials.

Step 5: After logging in, fill out the ISA application form by entering the required details and uploading the necessary documents.

Step 6: At the time of submission, pay the prescribed processing fee, which is a one-time and non-refundable fee.

Step 7: The DoT will examine the application and check eligibility and compliance. If satisfied, it will issue a Letter of Intent (LoI). The conditions mentioned in the LoI must be fulfilled within the specified time, and the applicable Entry Fee and Initial Guarantee must be submitted as well.

Step 8: After completing the above requirements, DoT will finally grant the Internet Service Authorisation (ISA) to the company.
